Called to Order:  7:30 PM under the M.G.L. chapter 131, s.40 and the Hanson By-Law 1-13 s.5.  by Arthur Gelsi, Chairman

Public Hearings

7:30 PM  Notice of Intent (NOI) for construction of a retirement community (Stonebridge Commons) on Liberty and Winter Streets, Map 90, Lots 5 & 5A and Map 91, Lots 14 & 16    with Mark Ridder,applicant and SITEC (environmental engineering), 769 Plain St., Marshfield, MA DEP #175-396

A presentation was made in respect to the above-mentioned property by Mark Ridder and SITEC representatives, Roderick Gaskell, AICP, PWS, RS and Alexander Trakimas, Senior Project Manager.   Mr. Gaskell informed the Board that the proposal calls for 32 clustered buildings totaling 122 residential units.  He indicated that no wetlands are to be filled.  With respect to stormwater runoff, a retention basin and four detention basins are also proposed.  Mr. Gaskell  said that a Superseding Order of Conditions (SE175-366) was obtained from the state to make an alteration to cross the river on the property with a bridge.  They have already consulted with Fire Dept. Chief Allen P. Hoyt to obtain emergency access with an existing road that will be gated and locked.  Tricia Cassady, agent arrived (7:52 PM).  Mr. Grattan asked about sewage treatment.  Mark Ridder explained that the proposal calls for a treatment plant that has also been approved by the DEP.  Ms. Cassady would like to set up a site visit with Mrs. McKeen.  

Abutters were asked for comments.  

Richard Smith of 250 Winter St. asked for the differences between a detention and a retention      
pond.   He also asked about catch basins and water treatment.  Mr. Trakimas explained that they follow a policy issued by the DEP.

Jeff Clifford of 240 Winter St. had concerns with stormwater drainage and flooding problems in his yard due to alterations of the vegetation.  He asked that the buffer zone be respected.  He was also concerned with the possible disturbance of wildlife in the area.

Don Norris of Liberty Street asked about the location of the sewage connection.

8:20 PM  Continued NOI for construction of a single family dwelling on 482 Elm Street, Map 27, Lot 1-6 with Deborah Keller of MacKenzie Engineering, 196 Central St., Saugus, MA.    DEP #175-398

After a request for re-flagging was made,   a site visit was done by Tricia Cassady and Ron Grattan.   Revised plans were received showing the re-location of a well.

        8:30 PM  Request for Determination for construction of an inground pool on Olde Forge Road      in Hanover abutting Hanson, Map 114, Lot 4-1 with Luciano DiPietro, owner and Tom Jordan,       Conservation Agent, Hanover.

Ms. Cassady had made a site visit and recommended a silt fence with properly installed pea-stone.

9:00 PM  NOI for construction of an addition to an existing dwelling on 153 Wagon Trail, Map 120, Lot 56 with owner, Mark Modestino and Rick Grady of Grady Consulting, 39 Pond View Drive, Kingston.  DEP #175-397

The proposal was made for two additions, one to each side of the house, a deck and a driveway.  Mr. Gelsi requested that the proposed new driveway be modified to bring it out of the 50-foot no disturb zone.   Mr. Gelsi also suggested installing a wall to prevent runoff at the end of the driveway.

Frank Garetty of 188 Wagon Trail had concerns about setbacks.   Mr. Modestino said that since it had been re-designed, it is now within the required setbacks.

Discussions

1.  The issue of the Enforcement Order for 1139 Main Street was discussed and it was agreed that a 30-day extension should be granted to the owner for compliance of the order.

        2.  It was agreed that the agent and a Board Member should make a site visit of 51 Mattakeesett         St..

Signing of Special Orders of Conditions

1.  A Determination of Applicability (DOA) with special conditions:  A double row of double-staked hay bales at the edge of the slope for construction of a porch and deck at 42 Woodman Terrace  Map 70, Lot 48
